​About Quaker Valley Council of Governments 

Quaker Valley COG is a network of 15 communities along the Ohio River as it heads north from its confluence in downtown Pittsburgh.  Starting at the City of Pittsburgh boundary, the Quaker Valley COG municipalities form an uninterrupted string of boroughs and township until it reaches the Allegheny County – Beaver County line.  All 15 members of the Quaker Valley COG are full members and the COG’s total population is approximately 31,000 people.  Visit our Members Profile Page to learn more about Aleppo Township, Avalon Borough, Bell Acres Borough, Bellevue Borough, Ben Avon Borough, Edgeworth Borough, Emsworth Borough, Glen Osborne Borough, Glenfield Borough, Haysville Borough, Kilbuck Township, Leet Township, Leetsdale Borough, Sewickley Borough and Sewickley Heights Borough

What is a COG?  

A COG, or Council of Governments, is, put simply, a way for local governments to work together. Enabled by both the PA Constitution and the legislature, local governments voluntarily form COGs to accomplish more than individual municipalities can accomplish on their own. The beneficiaries are the residents and taxpayers of their communities; COGs reduce duplication and the costs of public services, improve an area's chances of obtaining grants, and facilitate planning and big picture thinking.

Quaker Valley Council of Governments is part of a network of communities, local elected and appointed officials promoting efficiency and effectiveness of local government while respecting local governance.  Some resources for understanding Intergovernmental Cooperation:

Allegheny County Councils of Governments work together to promote intergovernmental solutions, and form the Allegheny InterCOG Council.

Ad Hoc By-Laws Committee

Throughout 2017, an Ad Hoc committee of the QVCOG Board of Directors met to draft proposed By Laws Revisions.  On January 31, 2018, the Committee presents its report and invites feedback from member municipalities and the public prior to further action by the QVCOG Board of Directors.
