Over the last few years the QVCOG has offered a Proactive Code Enforcement Program to its member communities. Participating municipalities share the services of a code enforcement professional to assist, guide, and advise them on their code enforcement and property maintenance issues. This program provides a code enforcement officer with certification in the International Property Maintenance Code from the International Code Council, the industry’s highest standard. Some of the primary benefits of the Program's arrangement are as follows:
1. Provides the participating community with a qualified property maintenance code consultant to support and assist in the performance of technical reviews of properties within the municipality for property maintenance code compliance, as established by municipal ordinance;
2. Provides the participating community with a qualified property maintenance code consultant to support and assist in performing reviews of applications for occupancy;
3. Provides the participating community with a qualified property maintenance code consultant to support and assist in presenting facts, records, or information to assist in decision making when requested by the municipality's elected officials and staff;
4. Attends meetings of the Governing Body as requested; and
5. Provides the participating community with a qualified property maintenance code consultant to render training and technical assistance as requested.
This program emphasizes compliance with property maintenance code to assure a safe, clean and attractive community over a reactive, violation-based approach. The program derives no additional revenue through the frequency or amount of citations issued assuring fairness and compliance as the overriding goal.
Currently, the QVCOG Partners with Mr. Anthony Asciolla to offer Code Enforcement Services. Some of his qualifications and experience are listed below.
International Code Council Certifications
ICC/AACE Property Maintenance and Housing Inspector;
Residential Building Inspector;
Commercial Building Inspector;
Building Inspector;
Commercial Plumbing Inspector; and
Residential Mechanical Inspector

Additionally, Mr. Asciolla currently serves as the Inspections Supervisor for the City of Pittsburgh. He also serves on the Boards of the following organizations:
Commonwealth Building Officials (Past President);
ICC Chapter of Southwestern PA;
Pennsylvania Association of Building Code Officials;
Industry Advisory Council Member; and
the Pennsylvania Housing and Research Center.
