Quaker Valley Council of Governments HEREBY GIVES NOTICE that specifications and proposal forms for furnishing all labor and materials and professional consulting and/or construction services for the following projects entitled:
CD 48-7.4c: Henle Park ADA Parking & Sidewalk Project & CD 48-7.4d: Orchard & Beech ADA Sidewalk Replacement Project
may be obtained through pennbid.procureware.com (“PennBid”) available July 20, 2023.
A complete set of bidding documents and bid specifications are available at no cost and may ONLY be received and accepted via the online electronic bid service of PennBid. Questions regarding these projects shall be submitted via the “Clarifications from Vendors” feature within PennBid. Bids will be received until 10:00 A.M. August 15th, 2023, by the QVCOG through PennBid. Bids will be electronically opened at 10:01 A.M. on Tuesday, August 15th, 2023. Bids must be accompanied by a bid bond of not less than 10%.
"Compliance is required with the *Davis-Bacon Act and other Federal Labor Standard Provisions; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 — 1.4); Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-1-2, setting forth goals of 5 percent Veteran-Owned Small Businesses. * Demolition projects are excluded from the Davis-Bacon Act.
Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968, (as amended) and must to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the "Section 3 Clause" as set forth in 24 CFR, Part 135.38. Moreover, compliance is required by the prime contractor and all subcontractors with the Federal General Conditions included in the contract documents between ACED and the operating agency. These Federal General Conditions are to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor(s), and subcontractor(s) and lower tiered subcontractor(s)."
The Quaker Valley Council of Governments reserves the right to reject any and all bids, alternates or parts of bids and to waive any informality in the proposals received.

DUNS, SAM and CAGE Registrations Required to Bid on Federally Funded Projects
All contractors who bid on federally funded projects must be registered in DUNS (Dun & Bradstreet) / SAM (System for Award Management) and provide their entity's CAGE (Commercial and Government Entity) code.
There is no registration fee for DUNS or SAM for any organization that is a ( or applying for) financial assistance recipient of the US government, including contracts, grants, and cooperative agreements. There are businesses that will assist in registration for a fee, but you are not required to make payment to any DUNS representatives for purposes of contracts, grants, or cooperative agreements.

Allegheny County Health Department Air Quality Program has issued guidance for Understanding the Asbestos Notification Requirements for Facility Demolition and Renovation Activities. Contractors bidding on QVCOG projects must be aware and prepared to abide by these regulations.
