Notice to Bidders
Sealed bids will be received by the Quaker Valley Council of Governments (hereafter referred to as the "QVCOG"), Allegheny County, Pennsylvania, for the following Community Development Block Grant Year 42 and 43 projects:
CD42-3.11.4 423 Florence Avenue Demolition Re-bid - Avalon Borough
CD42-7.4 (a) ADA Access to playground - Avalon Borough
CD42-7.4 (f) Washington Street ADA Sidewalk Replacements, Ph 1 - Leetsdale Borough
CD43-7.4 (a) Bayne Park Equipment Upgrade - Bellevue Borough
CD43-7.4 (b) Monroe Way Reconstruction - Leetsdale Borough
CD43-7.4 (c) Washington Street ADA Sidewalk Replacements, Ph 2 - Leetsdale Borough
All proposals must be sealed, marked with project name and number and delivered or mailed to Quaker Valley Council of Governments, 8306 Ohio River Boulevard, Pittsburgh, PA 15202, no later than 10:00 A.M. on Tuesday, October 3rd, 2017 and same will be opened at 10:01 A.M. on Tuesday, October 3rd, 2017. The proposals must be mailed or delivered in sealed envelopes and they must be clearly identified as proposals for the project outlined above. The QVCOG reserves the right to reject any and all bids, alternates or parts of bids and to waive any informality in the bidding.
The bids will remain firm for a period of ninety (90) days.
Bids must be accompanied by a Bid Bond or a Certified Check made payable, without condition, to the QVCOG in an amount no less than 10 % of the bid or a bid bond in the same amount. This must be done for each individual project that a contractor intends to bid on.
“Compliance is required with the Davis-Bacon Act and other Federal Labor Standard Provisions: Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138”. Demolitions are exempt from the Davis-Bacon Act requirement.
(Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses.
Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968, (as amended) and must to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the "Section 3 Clause" as set forth in 24 CFR, Part 135.38.
Moreover, compliance is required by the prime contractor and all subcontractors with the document entitled Federal General Conditions that is included with the bid materials furnished, these Federal General Conditions to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor(s), and subcontractor(s) and lower tiered subcontractor(s).
