Recognition of Barbara Carrier

Recently Ms. Barbara Carrier moved out of Glen Osborne Borough. Subsequently,  on May 20, 2025 Ms. Barbara Carrier formally stepped down as the Mayor of the Borough. Per the QVCOG’s Bylaws, an appointed Delegate must either be an elected official or a staff member of the appointing community. With that being the case, Ms. Carrier stepped down from the Board of Delegates with the May 21st meeting being her last. Originally serving as a Delegate beginning in 2016, Barbara has been the President of the QVCOG’s Board since January 2022. In addition to her service to Glen Osborne Borough and the QVCOG Barbara has been a champion of intergovernmental collaboration for the region where she has led the Mayor’s Breakfast Group and worked with local first responders to ensure the safety and well-being of residents and business owners. Ms. Carrier’s insight, wisdom, and experience will be dearly missed. To show the organization’s appreciation of her dedication to public service, an honorary proclamation was unanimously approved by the QVCOG Board of Delegates.
